UFOS that do not get reported

Is this an inner workings problem of the largest ufo reporting net work? How do we do that and know some one is going to respond? How do we get to the source and also help the person who saw an UFO? What are we do when there is no one to call or talk to? How does the public see us? What about the PR confidence.
I have been doing this for over 40 years and never have I seen a FUBAR like this.
In all of ufology, out side of the Condon mess, this has to be a blow to every serious investigator in the world. I ask every serious investigator ourt there, has all our credabliy been blown by a few "intelligent people" who have nefarious agendas in mind? This is more an enigma then the subject we are suppose to be researching.

when is somone coming forward to run a ufo reporting center that can be trusted. Allerious investigators should get together and form some organization that is honest and straight forward....The Lortenzens did so did Major Keyhoe.......who will step up? Is there some one put there?
