A nation’s stature among nations is dependent upon several factors. Nations spend incredible amounts of funding and man-hours on intelligence, translation of that intelligence to something that can be used to develop dependable strategies, employment of those strategies, and military strength to back the strategies.
The amount of funding is hidden from the overly curious (other countries and other intelligence operations) by utilizing alternate methods of funding military and intelligence programs and hiding the funding among numerous departmental budgets and operations. This method of concealing funds is known as "black budget" expenditures. A similar method is used to mask staffing by employing manpower, on paper, in one department and farming out their work to other "black operations".
The United States employs vast resources in uncovering and understanding every single nation, faction, militia, and figurehead on Earth. In doing so, America is able to understand any threats soon to appear on the horizon and employ methods to address these potential threats to sovereignty and wellbeing.
It is natural to expect a nation to carry out these actions against adversarial powers. To be effective, though, this same method of operation is applied across the board. For example, Iran’s "friendship" in the 1970’s morphed negatively as the end of the century approached. Today, Iran is viewed through cautious and cynical eyes aware that there are those who will hate for any (or no) reason at all. This would not be possible had America not employed methods to understand what was happening in the political and religious world of Iran, their one-time "friend", grasping the mentality and motives of religious and political movers-and-shakers, and appreciating the true meaning of every secretive Iranian move.
This sobering comparison applies to the realm of UFOlogy, as well. Until there is quality intelligence and understanding of any and all extraterrestrial civilizations and factions visiting and interacting with this planet, the inhabitants of this planet is in the same danger that America was in with its adversaries.
America chose the only option that guaranteed its future safety and sovereignty. It invested in improving intelligence gathering techniques, inventing and employing new and better intelligence-gathering assets and techniques, and endeavoring to understand every bit and parcel of information, both singly and in context with other information.
America chose to build and improve a military that can now stand in victory against any other. It chose the path of strength for safety. It chose to be strong enough, intelligent enough, wise enough, and humble enough to ensure its viability for generations to come.
The comparison to UFOlogy is not made irrationally. It is an accepted fact amongst Ufologists that extraterrestrial civilizations exist. In fact, numerous public opinion polls show that up to 80 percent believe that extraterrestrial civilizations exist, and a vast majority of those believe that these civilizations are currently visiting Earth. These civilizations have a sociology strictly their own. They develop friendships and working relationships with each other for the accomplishment of similar goals, and find themselves adversarial with each other over disagreements, religion, and politics… just like Humans.
