EXOPOLITICS is a book that, in its 2000 edition, founded Exopolitics, the science of relations among intelligent civilizations in the multiverse.
EXOPOLITICS is a book that was time traveled using advanced Tesla-based quantum access technology by the U.S. Defense Advanced Projects Agency (DARPA) from the year 2005 (or later) to the year 1971 (or earlier). The futuristic innovative policy recommendations that Alfred would write in EXOPOLITICS in 2000 about relations with extraterritorial civilizations, and in 2005 about the intelligent civilization on Mars made Alfred a “person of interest” to the CIA in 1971. Because of the book EXOPOLITICS, Alfred has been subjected to intense political surveillance, harassment and torture by CIA and other alphabet agencies since 1971 to present. CIA has chosen to keep its relations with the Martian civilization, including U.S. President Barack H. Obama’s visits to Mars 1980-83 as part of a secret CIA Mars jump room program, a U.S. national security secret, instead of public knowledge as mandated by the National Aeronautics and Space Act of 1958.
EXOPOLITICS is the evolution of Alfred Lambremont Webre’s groundbreaking work as a futurist at the Stanford Research Institute, where in 1977 he directed a proposed extraterrestrial communication study project for the Carter White House. 2000 – 2010 The first decade of Exopolitics
In 2011, the Australian publication Veritas Magazine asked Alfred to review the first decade of Exopolitics, 2000 – 2010. We include excerpts from that interview here.
Veritas: “It has now been five years since your first book, “Exopolitics: Politics, Government and Law in the Universe“. In this book, you say that our best strategy for being released from the planetary quarantine that exists around this planet from the rest of “universe society”, is to initiate a ten -year program that encourages the world’s people to raise consciousness, educate people about the existence of universe society, and create an open dialogue about how we can proceed to re-integrate with the rest of universe society.
How much progress do you think we have made as a planet since the release of your book towards achieving this goal?
Alfred: Greetings! It is an honour to participate in an interview for Veritas Magazine’s inaugural edition. This is truly a synchronistic time to launch a new venture dedicated to exploring the expansion of consciousness. I can only hope that my words will add to our collective enlightenment.
Decade of Contact (2000 – 2010)
The first decade of contact (2000 – 2010) has been more vertical than horizontal. Exopolitics, as a consciousness portal, can function to help the process of consciousness expansion amongst humans to go beyond Earth’s geo-stationery orbit and internalize the multiverse as a living, organized “home”.
Exopolitics has succeeded beyond expectation in helping facilitate the acceleration of human consciousness of our existence in a multi-dimensional ecology of intelligent civilizations.
Exopolitics may be a candidate for triggering a crucial sea change in human perception about our collective and individual living in a multi-dimensional universe, filled with intelligent, evolving civilizations some of which are interacting with us now.
The book, Exopolitics, was actually written in 1999 in Vancouver, B.C. Canada, and published online as a free book in the year 2000, as Exopolitics: A Decade of Contact. I first presented the Exopolitics model publicly in June 2000 at a scholarly conference at the University of Wyoming chaired by Professor Leo Sprinkle.
I published it in order to plant a new concept, a new field, a new mode of consciousness, a new societal infrastructure by which our Earthly human society could interface holistically with other intelligent civilizations in the multiverse.
The first book defined Exopolitics as the science of relations among intelligent civilizations in the multiverse. Disclosure of, and governmental and public acknowledgement and understanding of, an extraterrestrial and multi-dimensional presence on Earth has been accelerating since 2000.
The Exopolitics model is the obverse of the 20th Century canon of science, which held that all intelligent life ends at Earth’s geostationary orbit. The penalty in the 20th Century for any professional not towing this scientific line was probable loss of professional status and possible harassment by government authorities.
The Exopolitics model holds that we live in a highly populated Universe filled with intelligent, evolving civilizations operating under a universal law, having governance systems, and mediated by Universe politics. We on Earth are just becoming aware that we live in a populated Universe.
Like all models, Exopolitics provides a path for minds to go where they have not ventured before. The Exopolitics model provides the interface between human and extraterrestrial societies. The Exopolitics model is a human version of the Hundredth Monkey Effect, which holds that once 100 monkeys have begun washing their yams on one island, this will result in all monkeys on all islands washing their yams. Exopolitics allows all of us to internalize a truth: that we are part of a populated Cosmos and that our neighbors are reaching out to us at this time.
As a “meme” or psycho-social thought form, the Exopolitics model is now driving public policy regarding governmentally classified programs, observations, surveillance, and files of Extraterrestrial-related phenomena. Since the year 2000, governments from various regions of the world have begun to release formerly secret files and make public statements regarding reports of Unidentified Flying Objects (UFOs), which may be either Extraterrestrial spacecraft or terrestrial craft based on Extraterrestrial technology, known as Alien Reproduction Craft (ARVs). Likewise, former government officials, space experts, pilots and other officially sanctioned observers have also come forward to disclose their own experiences and provide testimony regarding the presence of Extraterrestrial or multi-dimensional civilizations on Earth.
As Thomas Kuhn (author of The Structure of Scientific Revolutions) wrote, scientific revolutions come about in paradigm shifts, in terms of the way that our entire human species chooses to define its reality. No amount of scientific data will change any single individual’s mind about the fact that humanity lives in a populated Universe filled with diverse advanced civilizations, some of which are seeking to engage us now. Each person has to want to change his own mind, on the basis of available data and context.
Exopolitics, Teleportation and Time Travel
Teleportation, which has been achieved by compartmentalized secret time travel and teleportation projects of the U.S. government, is a quantum access technology that can lead to planetary sustainability, and ultimately transform our Earthling human society from a “type 0” civilization to a “type 1” civilization. This means that we have achieved mastery of our planetary resources on the Kardashev scale of measuring a society’s level of technological advancement.
Exopolitics has played an unexpected, lateral role in the disclosure of the existence of time travel and teleportation projects, as it provided a platform for the disclosure of the existence of time travel and teleportation technologies by a U.S. government whistleblower Andrew D. Basiago. As a child participant in DARPA’s Project Pegasus secret time travel program, Andrew has time traveled to the year 2045 to retrieve time scrolls from the future containing information about a critical path toward a positive human future.
Andrew reports that the year 2045 in the human future he visited, is beautiful. He notes that teleportation ports are built into the walls of the buildings, so that one will be able to teleport to a desired destination.
If the future that Andrew visited in 2045 is a stable future that humanity chooses in the time-space hologram, then Exopolitics has been indirectly instrumental in providing some proof that we have survived the current challenges of transition in a positive way and have a sustainable planetary future ahead of us.
I then learned that human consciousness could be positively affected by unexpected lateral developments from one’s creations.
Paradoxically, one of the most startling discoveries I made with the publication of the soft cover version of my book is that the book itself is a quantum access time travel artifact. I was told that I am the first author in history to be informed that their book was traveled back in time.
So, Exopolitics – the science of relations among intelligent civilizations – has been traveling as a meme and concept back and forth in the time-space hologram between the 21st century and at least 1971, informing the collective mind and the noosphere.
I find that really exciting, although I am deeply concerned about the issues of invasion of privacy and social control by a secret government entity that can survey us through time.
All of this went public on November 11, 2009 to an audience of 4.5 million Coast to Coast AM radio program listeners, when Mr. Basiago publicly stated that this DARPA program involving time travel was identifying future persons of interest, including those who would serve as a U.S. president, and then informing such persons of their destinies. Mr. Basiago stated that in the early 1970s, his late father, Raymond F. Basiago — an engineer for The Ralph M. Parsons Company who worked on classified aerospace projects — was present at a lunch in Albuquerque, New Mexico at which future U.S. Presidents George H.W. Bush and George W. Bush were guests shortly after they were informed that both would one day serve as president.
He also stated that in the early 1970s, the DARPA program had identified future Presidents Jimmy Carter and Bill Clinton utilizing time travel technology. Mr. Basiago revealed that the reason Project Pegasus was able to identify Mr. Carter — who was then Governor of George — as a future U.S. President, is that the program was in possession of a copy of the Universe Books edition of Exopolitics: Politics, Government and Law in the Universe by Alfred Lambremont Webre, a book that I would not write until 2005, but which bears a quote on its front pages of a statement made by President Jimmy Carter. In 1971, I was General Counsel of the New York City Environmental Protection Administration and had been placed under time travel surveillance by the U.S. government.
In addition, Mr. Basiago met future President Barack Obama in Los Angeles, CA in 1982 when Mr. Basiago was attending UCLA and Mr. Obama, then a student at Columbia University, was visiting former classmates at Occidental College in Los Angeles. A statement that was made by the ally of Mr. Obama in the anti-apartheid movement that had introduced them revealed that Mr. Obama, then age 20, already knew that he would one day be President.
Exopolitics and the Intelligent Civilization on Mars
Exopolitics proposes a public interest diplomatic initiative toward the intelligent civilization living under the surface of our nearest celestial neighbor, Mars. We know from independent whistleblowers, Andrew D. Basiago and Arthur Neumann, who both say they have teleported to Mars and met Martian humans that an intelligent civilization of Martian humans — much like ourselves — lives in cities under the surface of Mars. Exopolitics and The Discovery of Life on Mars
The Mayan Code, published in 2006, by my colleague Barbara Hand Clow, she integrated the Calleman-Hand Clow time acceleration matrix with this book, Exopolitics: Politics, Government and Law in the Universe. Hand Clow predicted that according to the time acceleration matrix, the end of Earth’s planetary quarantine from open contact with extraterrestrial civilizations would commence sometime between November 13, 2008 and November 7, 2009.
This event came on December 7, 2008, when American lawyer Andrew D. Basiago, founder and president of the Mars Anomaly Research Society (MARS) – of which I am privileged to serve as chairman – discovered dispositive evidence of life on Mars in photographs taken by NASA’s Mars Exploration Rover Spirit in 2007 and 2008 and beamed back to Earth.
By careful scrutiny of NASA’s Mars photographs, including PIA10214 and PIA11049, Basiago was able to confirm theories first postulated by Schiaparelli, Lowell, Tesla, Di Pietro, Molinar, Carlotto, Hoagland, Drasin, McDaniel, Pillinger, Hancock, Van Flanderen, Skipper, Brown, Webre and others, that Mars is an inhabited planet and break the NASA cover-up of life on Mars.
Basiago’s discovery is articulated in his 40-page paper entitled The Discovery of Life on Mars, published on December 12, 2008, which includes text and photographs of the humanoid beings, animal species, carved statues, and built structures that exist on the surface of the Red Planet. This landmark monograph is available at ProjectMars.net.
According to Basiago, Mars apparently has a post-collapse ecosystem, the probable result of the catastrophe that befell Mars and Earth in 9,500 BC, when elements from the Vela supernova entered our solar system, fracturing Mars and squishing it into an oblate spheroid, while also destroying the great maritime civilization on Earth.
The preliminary conclusions of Basiago’s paper identify four typologies of humanoids and four typologies of animals on Mars, as well as artifacts linking Mars to the high culture that flourished in Egypt and built the Great Pyramid and the Sphinx from 12,500 BC and 9,500 BC.
There is some evidence that the complex scenarios of life depicted in the photographs from NASA’s Rover Spirit may, in fact, be artificial tableaus in the form of psychological baffles constructed by the intelligent civilization on Mars in order to ward off hegemony by those on Earth.
This diversionary scenario would be consistent with the remote viewing evidence of Martian psychology. The remote viewing evidence explored in my book indicates that the Martian civilization, unlike our current human civilization, is peaceful and uses secrecy as a survival mechanism. Humanity is organized around a war economy, and has advertised its presence, its location, and its propensity for warfare in broadcasts and probes sent out into the wider Universe.
Of his epochal discovery, Basiago has stated:
My discovery of life on Mars evokes ancient fears, topples modern totems, and unmasks official untruths. Mars is inhabited. In fact, the Red Planet, which every two years is the planet that comes closest to Earth, is not only teeming with life, but is a case study of a collapsed ecosystem. Mars is an example of what could happen to the biosphere on Earth, if our ecosystem were to collapse. From my perspective, the question that now confronts us, therefore, is not ‘Shall we permit the belief that Mars is inhabited?’ but rather ‘How shall we think about it now that we have knowledge that another planet in our solar system harbors life?’
This astonishing disclosure marks the beginning of the end for the embargo of the truth about extraterrestrial life established by the CIA’s Robertson Panel, which decreed in 1953 for “national security,” evidence of extraterrestrial life would be debunked in the mainstream media and those claiming contact with extraterrestrials would be publicly ridiculed.
The discoverer of life on Mars thinks that it is significant that life on Mars has been discovered in NASA’s own photographs. Basiago notes that NASA is obligated by its founding legislation – the National Aeronautics and Space Administration Act of 1958 – to explore the Universe and report its findings so as to promote “the expansion of human knowledge of … space.” NASA’s suppression of its own data about life on Mars might be related to a covert agenda by the US government to colonize Mars for its strategic military advantage. This would be contrary to international law, which protects celestial bodies and their biospheres as universal commons.
The scientific confirmation of life on Mars in the photographs of the Martian surface taken by NASA’s Mars Exploration Rover Spirit in 2007 and 2008 marks a new era for humanity, one that brings critical challenges and opportunities. A new Decade of Contact has, in fact, begun – or at least, a new Decade of Contact with the ecology and civilization of Mars.
Our planetary quarantine has ended, and the proof of the existence of life elsewhere in the Universe has now been revealed by NASA on the World Wide Web for the entire world to see.
The missions to Mars by the United States, Europe, Japan, China, India, Russia, and any other space-faring nation or group must now be re-examined in light of the discovery of life on Mars and the ecological, biological, social, and ethical challenges that this discovery gives rise to.
Earth’s era of a public exopolitical agenda and universal citizenship has at last begun. We now have the opportunity to participate in the emergence of this exciting new era, and determine the peaceful and cooperative direction of its growth.
Veritas: And for those who wish to assist with moving towards this 10-year program of open dialogue, what intuitively do you feel are the first steps that individuals or groups can actively take?
Alfred: That is a good question. At one level, the Decade of Contact can manifest in terms of formal governmental objectives, and individuals can get involved to the extent that local, state, national, or international government organizations they are dealing with are not infiltrated or corrupted by — for lack of a better term – the permanent war economy (New World Order).
These are the basic objectives of the new Decade of Contact (2010-2020):
- Disclosure – Open, transparent, official governmental disclosure and declassification of all past and present programs related to Extraterrestrial and multi-dimensional presence.
- Decade Of Contact – Public funding by U.N. Member Nations and by the United Nations of a ten-year process of formal public education, scientific research, educational curricula development, strategic planning, community activity, and public outreach about the Extraterrestrial and multi-dimensional presence and our future in a populated Universe.
- Public Disclosure of Life on Mars – Truth campaign to deconstruct the Mars cover-up and educate humanity and its institutions about Life on Mars.
2. Mars relations are crucial as a first case for the normalizations of relations between our human society on Earth and off planet cultures.
3. Extraterrestrial Disclosure Act and Life on Mars Disclosure Act, adopted by the UN General Assembly and legislatures of space-faring nations.
4. Mars Protection Treaty – Adoption by all U.N. member nations of the Mars Protection Treaty normalizing relations between Earth and Mars and protecting the ecology and civilization of Mars from the effects of further visitation, exploration, habitation and colonization by human beings from Earth.
- Diplomacy – Public Interest Diplomacy with advanced, ethical “off-planet cultures” now visiting Earth.
- Context: Higher Plan – We are not alone in this task. A massive operation is underway involving integrated resources of diverse and advanced upper-dimensional Extraterrestrial civilizations, coordinated around an integrated plan to facilitate Earth’s shift into a higher dimensional home within Extraterrestrial and multi-dimensional civilization.
Solar Cycle 24 (2009-2020): Concurrently, we are also at Solar Cycle 24, with a solar maximum on 2012-13. One 2009 NASA report states that a worse case scenario of the impact of 2012 solar flares on the high energy grid system in G-20 countries could result in a destruction of the grid, loss of electrical power and millions of deaths in each country.
At the individual level, we can each chose which vision of reality (disintegration or transformational) we embrace, and hence which future we create for ourselves.
My suggestion is: Expect the unexpected and live in the miraculous moment of synchronous creation.
Veritas: In your book, Exopolitics: Politics, Government And The Law In The Universe, you provided a transcript from a scientific remote viewing session between a remote viewer and a galactic federation leader.
What do you think about people taking it into their own hands and developing their own psychic powers in order to do things such as remote view of other worlds, to establish for themselves, the existence of other life?
Alfred: There is a sound scientific basis for doing so. The reported data suggests that remote viewing of protocols or regression protocols and techniques should be in place in order to get replicable results. What I am suggesting is that you may want to train your innate psychic powers within the disciplines of remote viewing or hypnotic regression (visualization). The multi-verse is so complex that protocols and guidelines make sense, in the same way that you would not want to pilot an airplane without knowing how to do so, or to what destination you are navigating.
Based on extensive research findings in exopolitics, parapsychology, reincarnation studies, and hypnotic regression, one can postulate the ecology of spiritual dimensions mirrors, the parallel dimensions, which science is now researching, and which include our known physical universe. A community of intelligent, evolving souls is apparently created in the spiritual dimensions. These souls in turn evolve and incarnate into various human or other forms on diverse planets in the known physical universe and other planets, for purposes of gaining moral lessons. This hypothesis is supported by replicated data from hypnotic regression of multiple subjects’ inter-life memories.
The Typology of Extraterrestrial Civilizations
Empirical evidence confirms the existence of the following typologies of extraterrestrial civilizations and extraterrestrial governance bodies:
A. Solar system civilizations: Planetary civilizations in our own solar system, such as the intelligent human civilization living under the surface of Mars that reportedly enjoys a strategic relationship with the United States government.
B. Deep space civilizations: Intelligent extraterrestrial civilizations that are based on a planet, solar system, or space station in our galaxy or in some other location in this known physical universe. An example includes the 10 – 100 intelligent extraterrestrial civilizations that, according to a NATO report, have been visiting Earth for many centuries.
C. Hyper-dimensional civilizations: Intelligent civilizations that are based in dimensions or universes parallel to our own and that may use technologically advanced physical form and/or transport when entering our known universe.
D. Extraterrestrial governance authorities: Legally constituted extraterrestrial governing authorities with jurisdiction over a defined territory, such as the Milky Way Galactic Federation, which has been empirically located in replicable research.
A Dimensional Ecology
The hypothesis that we exist in a dimensional ecology that consists of an exopolitics dimension and a spiritual dimension came after extensive review of research in extraterrestrial studies, afterlife studies, reincarnation studies, and the results of hypnotic regression to recover inter-life memories. The scientific data supports the existence of an “exopolitics dimension,” which has been traditionally called “the physical universe”, and which consists of parallel universes and dimensions including our own known universe.
I called this dimension the “exopolitics dimension” because souls from the spiritual dimension incarnate into the exopolitics dimension for experiences as physical beings on diverse planets, hence as diverse “extraterrestrials”.
In analyzing data from a large number of cases regarding hypnotic regression from inter-life memories, I extended the hypothesis that a community of human souls is developed in the spiritual domain to show that the community of human souls is reincarnating in complex patterns as extraterrestrials and earthlings. Hence, human souls are common to extraterrestrials and “earthlings”.
What Are the Implications?
For one, humanity is being misinformed about the reality of its soul, of life after death, and the mechanisms of reincarnation. Religions are a great source of scientifically erroneous information about the afterlife, based on texts that are apocryphal, and yet are held sacred and a matter of faith.
Academic science prohibits the teaching of the reality of life after death, even though it is supported by empirical evidence. The scientific establishment thus perpetuates an erroneous view of human reality. Religious wars (such as Christianity vs. Islam) are a result of this imposed ignorance. Science can demonstrate the true nature of the soul and its life, both in the spiritual and exopolitical dimensions.
I foresee a campaign to return science to the study and understanding of the soul, and to the supremacy of understanding over ignorance; where the sciences can demonstrate the true nature of the soul and its life in the spiritual and exopolitical dimensions.
Veritas: In a recent article that you wrote for the examiner titled, “UFO group reports New Zealand defence chief resistance to the final release of classified UFO documents”, you wrote that: “The planned New Zealand classified UFO release may be part of the roll-out of an “official state ET disclosure” that itself would be crafted partial release of the true extraterrestrial presence, designed to serve the interests of the national security state worldwide.”
If this official spin version of disclosure eventuates, what do you think will be the ramifications for the people of this planet and our relations with “universe society”?
Alfred: The ramifications for people and for our relations with upper dimensional, ethical, extraterrestrial, and multi-dimensional civilizations may be a function of what the impact of solar cycle 24 (2009-2020) may be, particularly the solar maximum in 2012-13.
It may be that the national security state – and the dualistic mentality – will be living in a vision of disintegration:

Veritas: The Australian readers would be interested to know that Pine Gap is not what it appears to be. From the extensive research that you have undertaken, what do you think has been really going on at Pine Gap?
Alfred: Pine Gap may be an underground human-extraterrestrial complex operations base for (1) the space fleet operations of the secret black budget space fleet of the Earthling “transnational” government; (2) environmental and psychological warfare operations against the human population using a space-based weapon of mass destruction known as HAARP; (3) operations by the hyperdimensional fleet of extraterrestrial or hyperdimensional civilizations under treaty agreements with the Earthling national security state.

I would like to make just a few closing remarks about the power of the individual, and what we can each accomplish with a determined vision. Ten years ago I sat at my computer in Vancouver, BC and crystallized a concept for Exopolitics as a model of how the multi-verse might be organized, based on almost thirty years of research and experience in the multi-dimensional arena.
